Replace per-container Kubernetes CPU/memory variables with a single KUBERNETES_POD_* budget in the generated CI templates so helper setup and build work share one pod resource reservation. Co-authored-by: Cursor <cursoragent@cursor.com>

This is a "cherry-pick" of #4008 by @henryvo117 onto a branch in this repo so that the GitLab CI pipelines run (the original PR comes from a fork and does not trigger our GitLab CI).
