Add slmicro6 and sle16 support for some rule

Description:

• Certain rules have same/similar implementation across platforms like slmicro5 and slmicro6 or sle15 vs sle16 but were missing the needed jinja conditions to operate correctly

Rationale:

• Allocate CCEs for the enabled slmicro6 and sle16 rules
• Enable support for slmicro6 and sle16 for encrypt_partitions rule
• Enable support for slmicro6 for mount_option_tmp_noexec rule
• Enable support for slmicro and sle16 for sysctl_net_ipv6_conf_all_disable_ipv6 rule
• Adapt ensure_logrotate_activated rule and check for slmicro6
• Adapt accounts-session rules,checks and test for slmicro and sle16 platforms
• Adapt accounts-physical rules and checks for slmicro and sle16
• Enable support for slmicro and sle16 for accounts_authorized_local_users rule and tests
• Enable support for slmicro and sle16 for account banners rules
• Enable support for slmicro and sle16 for tfpt disabled rule
• Enable support for slmicro and sle16 for package_audit-libs_installed
