Pin the nine Google toolbox image bases to release 1.15.0 and an immutable digest. Add dependency updates, scheduled rebuilds, multi-architecture verification, image scanning, and published-artifact summaries. Keep publishing within the existing repository pipeline.

The Google toolbox base is pinned to
1.15.0@sha256:7e4f7bfd93ccec33c066563a4ca700572e4ce95a8d45ba18577df8ee50b9481a. The Debian helper stage is also digest-pinned. Changed workflow actions use full commit SHAs.📋 Reviewer Notes
Pull requests only build and verify images; they do not publish. New registry artifacts become available through the existing publishing pipeline after merge. Marketplace digest updates should use those published artifacts.
Release notes
The nine Google toolbox images use a fixed release and receive automated dependency updates and build verification. Existing stdio commands and environment settings remain unchanged.
