Cancel only superseded PR runs so obsolete 24-job matrices stop consuming runner time. Every push to main keeps its own concurrency group. Add pip/npm download caches plus generous 30-minute job limits. The smaller Python parity environment uses both its Python manifest and TypeScript lock in the key, keeping it separate from the full Python matrix cache.
All three operating systems, six Python versions, two Node versions, lint, CLI checks, clean package checks and parity tests remain unchanged. Every job still installs and tests its dependencies.
Validation: the complete 24-job hosted matrix passes at
c0233583f55c73a87c08cb73f405b7aecd8be24a, including the cache-review correction. Actionlint and the parsed gate comparison pass. Local TypeScript tests: 97 passed, zero skipped. A local Python run had one timing failure (867 passed, two existing skips); the unchanged deadline file passed all 11 tests on recheck, and every hosted OS/Python lane passes.
