RS-2026-02: Replace rouille Create with TBD Crate

Currently the rouille has not been updated in three years and is utilizing two dependencies that Rust identifies for future Rust crate removal. This crate was chosen for it's simple synchronous interface vs. other rust http server frameworks.

warning: the following packages contain code that will be rejected by a future version of Rust: buf_redux v0.8.4, multipart v0.18.0

Further Analysis:

• Identify a new crate that will provide the codemelted.rs module interface
• Determine if forking and updating rouille makes sense. Not sure if this project is still maintained.
