📝 Description
Functionality for admins to deactivate and reactivate users so they can be allowed or disallowed to sign in.
✔️ Verification
Wrote and verified tests passed, also tested as a volunteer signing in who is deactivated then reactivated

Note: Not sure if we should show some sort of message if someone is trying to login and they are deactivated?
