Add a script to build an illumos sysroot from a running illumos host, and check in the generated sysroot.
Part of ClickHouse/ClickHouse#23777.
For context, I got cross-compilation working locally on an illumos machine that builds the sysroot, a linux machine that compiles clickhouse, and back to the illumos machine to run the cross-compiled binary. If you all are open to it, the next thing I'd want to do is upstream some minor illumos-specific changes to clickhouse, then add a ci target for illumos.
