Summary

• update the go-ethereum submodule to the gated post-ArbOS genesis final-state implementation
• update the root Pipeline dependency to the release that merges the latest Pipeline main features into the Nitro maintenance line
• keep the feature disabled by default; Hood enables it with "enable_orbit_genesis_transactions": true in VMTRACE_JSONCONFIG
• retain Nitro's external Arbitrum genesis state diff, non-zero genesis notification, and EVM-less transaction tracing behavior
• retain the existing PathDB genesis preimage configuration fix
• keep the pinned Foundry binaries on PATH; the upstream installer no longer edits .bashrc, which broke the existing Docker build on both architectures

Released dependencies:

• Chaintable/pipeline#161: v0.0.70-nitro-v3.5.6-5 at merge 20bcf088b552
• Chaintable/go-ethereum-arb#30: v3.11.1-debank-3 at merge 5f0f7b0e516b

The final Nitro head pins both released dependencies; no feature-branch pseudo-version remains.

Verification

• root GOWORK=off go mod verify and selected module version check
• submodule focused tests, race tests, full core test suite, Arbitrum package compilation and vet
• Pipeline full tests with race detection, build, vet, and tidy diff
• git diff --check
• Hood fresh-genesis integration test: 57 transactions and 57 traces
• Hood normal sync, graceful stop, and restart recovery through block 892

The PR Docker workflow performs the authoritative Nitro build because generated solgen packages are produced by the repository build process.
