Rebuilt as canary plus this PR's own commits (cherry-picked with -x). The old branch carried #5227/#5228's pre-squash history. Each changed count is traced to its cause in the comment beside it. cargo test -p source-hygiene passes 43/43 on a fresh per-worktree build. Part of the file-split blocker (rule and gate in #5221).
resource_admission.rs2,299 →metrics572,turns150,lanes598,gate212,tests769. Pure moves. Splitting it first is the precondition for the lane-reserve fix (lanes.rs is where it lands).Verified
