…ication Adds a changelog entry for the Stream 'Storage Tiers' to 'Delivery Tiers' rename (from PR #335) to both the root and stream changelogs. Also fixes duplicated text in the Optimizer 'AVIF, HEIC and HEIF are now GA' entry that was introduced during the PR #335 merge.
