This adds functionality to gracefully stop the builder component during shutdown and restarts. That would allow us to do zero-downtime upgrades.
That includes allowing a five minute grace period before forcefully killing the builder container to allow on-ongoing build to finish.
Also enhances the builder pod to periodically check of stop signals instead of indefinitely blocking while looking for the next build.
