Parking scenario for Apollo v11

Apollo v11 fails to park in parking spot.

System information

• OS Platform and Distribution (e.g., Linux Ubuntu 18.04): Ubuntu 22.04
• Apollo installed from (source or binary): source
• Apollo version (3.5, 5.0, 5.5, 6.0): v11
• Output of apollo.sh config if on master branch:

Steps to reproduce the issue:

1. Set up routing with parking spot as destination
   

2. Observe Apollo starts moving toward desintaiton
   

3. Observe Apollo stuck in VALET_PARKING - PARKING stage

1. I ran commands

   bash docker/scripts/dev_start.sh # start container
   bash docker/scripts/dev_into.sh # enter container
   bash scripts/bootstrap.sh start_plus # start Dreamview+
   

2. I then navigate to localhost:8888 -> PnC mode -> Planning -> Sunnyvale with Two Offices -> Simulation Perfect Control

Planning seems to be stuck in main_decicion -> parking -> in_parking
