Common: minor cleanup in flag helper

Added some more tests and also fixed some inconsistencies.

• Add std::string constructor with flexible delimiters (' ', ',', ';', '|').
• Fix MaxRep calculation with helper.
• Add operator&, use std::popcount, mark functions [[nodiscard]].
• Strengthen static assertions and error messages.
• Extend unit tests for parsing, bitwise ops, and error cases.
