…g changes release-please could only see the javascript/-path commits since package-v3.0.1, so its generated notes missed the cycle-references fix (#200), the TypeScript migration (#202) and the breaking changes (#201, #202) — those landed on the pre-move root path and carried their detail in commit bodies rather than subjects/footers. Reconstruct the entry from those commits in release-please's format and drop the stray heading left by the seeded file.
