Transitioning WebMCP to the working group?

Per https://www.w3.org/groups/cg/ it is stated that

Community Groups do not create W3C standards

it looks like WebMCP is progressing. Should we transition it to the working group?

+1 to bring WebMCP to the WG given the level of interest and support; this will require an early rechartering, and thus proposed updates to https://github.com/w3c/machine-learning-charter - while I won't be the one driving this given recent staffing changes, I'll make sure someone from the staff assist with this ASAP
