Add pa11y and related dependencies

Updated pnpm-lock.yaml to include pa11y@9.0.1 and its required dependencies such as axe-core, bfj, commander, envinfo, html_codesniffer, mustache, node.extend, puppeteer, and others. This enables accessibility testing capabilities in the project.
