Rename `VITE_GIT_HOOKS` to `VP_GIT_HOOKS`

Description

Git hook is a feature of Vite+, not Vite. The name causes confusion because VITE_* are supposed to be custom env vars used in the app.

Suggested solution

Rename VITE_GIT_HOOKS to VP_GIT_HOOKS

Besides VITE_GIT_HOOKS, it that there are another two env vars, VITE_LOG and VITE_GLOBAL_CLI_JS_SCRIPTS_DIR, using VITE_* prefix. #1074(#1166) focuses on env vars which start with VITE_PLUS_, renaming these Vite+ only variables with VP_ prefix seems worth doing?
