Expected behaviour

Running xbps-install -ff sudo should fully restore or overwrite all files, including /etc/sudoers

Actual behaviour

The file /etc/sudoers is completely removed from the filesystem

Steps to reproduce

1. sudo xbps-install -ff sudo
2. sudo ls
3. Crash: (sudo: unable to open /etc/sudoers: No such file or directory)

For some reason the sudo package has a remove scriptlet that deletes the file manually.

How the scripts work is all packages pre-install and pre-remove scripts run, then all packages are removed, installed and reinstalled and then the post-install, post-remove scripts run.

So the result is that on reinstall it runs the post-remove script after unpacking the original file, deleting it.

I don't think this is a bug in xbps, I think it makes sense that it runs post-remove actions for reinstalls. In my opinion the issue is that the script manually deletes files tracked by xbps.
