Keep flash suit with X-mode

For some strats that use X-mode (e.g. to traverse across a pit of spikes), a flash suit could be kept. Currently the `canXMode` tech has a `{"noFlashSuit": {}}` requirement, which is safe but not always required. Keeping the flash suit with X-mode should probably require canTrickyCarryFlashSuit since a failed X-mode setup can easily result in loss of the flash suit.
