Inauthentic account behavior moderation bug

Describe the bug
Upon interacting with a new topic, the platform recommends accounts for you to follow and if you follow these accounts all at the same time it triggers enforcement actions against you

To Reproduce
Steps to reproduce the behavior:

1. Find a new topic via search
2. Start replying to replies on the post
3. Find an account that you would like to follow
4. Go to their profile page
5. Follow the account
6. Follow the accounts recommended to you on their profile page. Should be at least 8 to 10 that you follow all at the same time

Expected behavior
No enforcement action should be taken as the X user was following the platform recommendations
