[translation request] RFC 9842: Compression Dictionary Transport

Hi, Team.

Last summer, IETF published new RFC below

RFC 9842: Compression Dictionary Transport

It'll compress server response more and improving performance using sharing dictionary of Brotli / Zstd.
It'd be nice if you publish translation of this spec for Japanese engineer.
