CI: Add runtime dependency check (#574)

Add step to verify package can be imported without dev dependencies installed.
This helps catch missing runtime dependencies before they reach users.

* Add runtime check using `uv run --no-dev`
* Run before installing dev dependencies
* Print package version and basic info
* Document in CHANGES
