Add base angular prism library

Create a new angular project for code blocks and highlighting.

Background

Inspiration for this idea comes from a lack of quality, readily-available packages or options for code blocks in Angular. However, these packages are available for other frameworks (React mainly).

This was partially created for the angular github clone.

Requirements

Milestone 1 - MVP (0.1 release)

• Wrap core to be usable in Angular (8 hours)
• Bundle it as a standalone lib (2 hours)
  • Includes testing in other angular projects

Est time: 15 hours

Notes

A version of this project exists in the angular-apollo-tailwind starter.dev repo and needs to be extracted from there into its own library.

This version of the project does not include customizations.
