encoding problem #71

Hi,
stream=io.StringIO() encod="" option seems like doesnt work very well. Instead of "é", "á" and so on get back:
Gémesi Révház = GĂŠmesi RĂŠvhĂĄz
Fehér-Körös = Fekete-KĂśrĂśs
utf-8-sig encoding normally works for the hungarian dataset, but not now.
