Functional improvements

  • Climate DSL (flags, options, values, --help / --version) modelled on libCLImate.Ruby and libCLImate.Go;

Packaging improvements

  • first PyPI publish must be 0.0.0.1+ (libclimate already has a 2019 0.0.0.0 stub);
  • verify Python 2.7 can install diagnosticism, pyclasp, and woad; drop build-py27 only if that install fails;
