ci(dep): update dependabot configuration

This commit updates the existing dependabot configuration:

Changes include:
* Explicitly set PR limits to 5
* Add labels - All PRs will be tagged with:
  * `dependencies` (common label)
  * Ecosystem label (go, github-actions)
