Term listing has View URL action even when the taxonomy has no route

Bug description

If there are taxonomies but no matching routes, there's still a Show URL in the term listing actions.

How to reproduce

1. statamic new foo
2. Create taxonomy and add a term
3. go to term listing and click on action dots
