Add utilities for inspecting .pte files directly

While trying to debug problems with Disitiluse model I felt the process would be much more developer friendly, if we had some utilities to inspect model files directly, like input/output tensor schemas, supported backends, etc. The scope of this issue is to add such functionality to react-native-executorch.
