[ENH] Testing Framework for ptf-v2 #1838
Description
We should add test framework for ptf-v2. The starting point would be #1780, But as it is mainly focused on v1, we might need to refactor some components from it.
This will also be used to test how the models present in original implementations need to be refactored to adapt them for v2.
