Add a dashboard action to restart the entire Cloud

Feature request

Add an action in the dashboard Overview, or another suitable central location, to restart the entire Cloud (all servers) at once.

Problem

Restarting every server currently requires connecting over SSH and running sc restart, or restarting servers individually in the dashboard. This is inefficient when a full Cloud restart is needed.

Expected behavior

Users can initiate a restart for all servers in a Cloud from a single dashboard action.

Acceptance criteria

• A central dashboard action is available to restart all servers in a Cloud.
• The action clearly indicates that it affects every server in the Cloud.
• Users receive clear confirmation that the restart request was submitted.
• Individual server restart controls remain available.
