Add pombast javadoc configuration

This builds the javadoc served at javadoc.scijava.org, one pom-scijava
release at a time (see scijava/javadoc.scijava.org). The named unions
each give a project its own -link target and landing page, e.g.
/org.scijava/pom-scijava/45.1.0/net.imglib2/, and are the scope in which
that project's legacy (unversioned) deep links resolve.
