utf8parse is unmaintained

https://crates.io/crates/utf8parse last release is 0.2.2 , and it is no longer in the repo https://github.com/alacritty/vte

I started a discussion at alacritty/vte#122 (comment) , and a maintainer there indicates there is a willingness to re-host it in that org. However maybe maintenance of it would be better in the @rust-cli org , or an alternative is found.

Note that #219 by @mondeja recently tried to make utf8parse optional. It would be useful to know how useful this functionality is.

Came here because cargo unmaintained flagged this. Removing the source to published packaged code is uncool.
