Add coverage for EmancipationsController

Extracted from #6692

The EmancipationsController is the most complex untested controller with branching JSON logic. The JSON API with 5+ action types (ADD/DELETE category/option, SET_OPTION) and has zero tests.

This issue is to add coverage for the action types. An optional task is to move the existing minimal controller spec to a request spec, since controller specs have been obsolete since RSpec 3.5.
