You can reach this link clicking in "Contribution" in the nav header and latter "Repository Guide" in the left sidebar.

Hello. Currently, the content at document/repository-guide/ is only available on the Japanese translation of the site.

As far as I understand, a similar page for other languages ​​has never existed. The information on the repository-guide page (in Japanese) is immediately accessible from the community page at /community/ruby-core/.
