* Don't create diagnostics with blank messages

* Don't attempt to create diagnostic message for compiler log line 'cannot make progress due to previous errors'

* Don't attempt to create diagnostic message for dependency cycle error

* Add CHANGELOG entry

* Remove extra space before CHANGELOG entry
