Context
Regional datasets inherit the CO2 capture share from fertilizer process emissions from the NL dataset. For the start year, following the NL dataset these emissions are assumed to be utilised (and emitted). This is however not the case for regional datasets, see for example province Zuid-Holland where all captured emissions are exported:

Proposed solution
Due to a present issue in double defined demand in the molecule graph, it's currently not possible to set a utilisation value in the start year of derived datasets. Once that issue has been resolved, an ETLocal key should be added to correctly set CO2 utilisation and the sparse graph query molecules_other_utilisation_delayed_emitted_co2+demand should be updated to read from this ETLocal key.
