[3.14] gh-155813: Stop overwriting LIBFFI_CFLAGS and LIBFFI_LIBS on macOS (GH-156486) (#160130)

Ensures that a user-specified LIBFFI_CFLAGS and LIBFFI_LIBS is honored when
building on macOS.
