Added Python 3.10 TROVE classifier (#51)

* Added Python 3.10 TROVE classifier

CPython 3.10 is now in alpha, has official images on DockerHub, and has official prereleases on Chocolatey.

As was done with Python 3.9, it is probably a good time to add the 3.10 TROVE classifier.

* Moved Python 3.10 to be above Python 3.2
