[BUG]: xaxis is reversed for certain `minallowed` values

Description

Setting minallowed to a certain value can reverse the xaxis, even if the value is below maxallowed.

• Go to codepen
• Set minallowed to 7 or more: axis is reversed
• Set minallowed to 6 or less: axis is correct

Notes

I tried with version 2.28.0 (first version published on cdn.plot.ly that's after the introduction of those properties) and the issue is present.

Somewhat related to #7703, but without the mouse movement stuff, so maybe easier to fix.
