Subject: [PATCH] Let TurboProcessRestarter restart without OPcache

A program that loads PHPStan, Rector for example, can now pass
$withOpcache false. The restart then does the same work for Turbo, xdebug,
pcov, uopz and Tideways, but leaves OPcache dormant. The default does not
change.
