Can't build mod-zip bundled in php 8.6.0alpha2

Description

Trying to build with --with-zip=shared with external libzip v1.1.2 by gcc-16.
Got this error:

 error: implicit declaration of function 'zip_file_set_encryption';

Php 8.5.8 or 8.4.23 builds fine

Missing #ifdef HAVE_ENCRYPTION around the php_zip_file_set_encryption function

Only happens with very old libzip

I using libzip v1.1.2 which is newer required 1.0.0.

the function zip_file_set_encryption is only available in libzip>=1.2.0. So it makes sense that it throws an undefined error in your case. Now in the fix we add a guard on it so it should be fine.
