Allow for tab arrangement defaults to exist per-tool

I would like my "Data Output" tab (alongside the messages and notifications) to appear ABOVE my tab for "Query" and "Query History". There does not seem to be a way to set this as the default for the query tool

Describe alternatives you've considered

I currently do this manually every time I open up a new query tool. Obviously I could just reuse the same query tool, but its really helpful to have multiple tools open for different connections / working on different things in parallel (separation of ideas/tasks)

Hi @harshul-ops,

pgAdmin will remember your changed layout and will use that for all new query tools. Is it not happening for you? I tried on v9.11 and it opened with my new custom layout.

@adityatoshniwal Sorry, seems i jumped the gun. Restarting my laptop and trying this morning fixed it.
