Is the bump to version 26.0.0 deliberate?

Yes, it is. The major version number will now be the 2 digit year in which that version was first released.

The primary reason is that it makes it far easier to know when a version was first introduced (without scanning release notes) and the restriction of at most one major version per year was not considered an issue.
