dotfiles_repo setting not being used

openboot: v0.37.0

My config has the dotfiles_repo set, but the install still asks me if I have a repo and for the repo URL.

Also when using dotfiles, the setup fails because stow is not installed.

Two things going on here:

1. The installer was always asking the dotfiles question in interactive mode, even when the URL was already set from your remote config. Now it checks env var + config first and only prompts if there's nothing configured.
2. stow — yeah, it was just assumed to be there. Now it auto-installs via brew install stow if missing.

Both fixed in v0.38.0.
