Ensure okhttp sender dispatchers are bound and handle RejectedExecutionException

@shema-boris checking if you’re still working on this; if not, I’ll proceed.
Plan is to replace the unbounded dispatcher executor with bounded concurrency and add a regression test that covers RejectedExecutionException behavior.
