build(cutover): the ui cli spells the sourcesContent hook inline instead of importing the parent's (bill item 45 follow-up, objectstack#25803)

d2342a1 made ui/packages/cli/tsup.config.ts import
../../../scripts/tsup-drop-sources-content.mjs. The ui turbo-build-inputs
guard (scripts/__tests__/turbo-build-inputs.test.ts) then found a build
program reading a file no `$TURBO_ROOT$` input of the parked ui turbo
config covers, and its on-disk matcher walks the ui/ root only, so a
`$TURBO_ROOT$/../scripts/...` entry cannot satisfy it either. The hook is
one assignment, so the config now spells it inline and reads nothing
outside ui/. Measured: rebuild + check:sourcemap-no-sources-content -> 73
built packages, 777 maps, none embed source text; ui ESLint 0;
turbo-build-inputs 46/46 (was 1 red); the three other ui turbo input
guards and the pin tests of patch 61 pass.
