[Change] Expanded clean-code review module for specfact-cli-modules

Why

The specfact-code-review bundle needs first-class clean-code coverage across the 7 principles so specfact-cli and external projects can consume one governed review module instead of repo-local rule forks.

What Changes

• Expand the review finding schema and analysis runners for naming, kiss, yagni, dry, and solid.
• Extend radon-runner, review-run-command, and review-cli-contracts for the new clean-code categories and PR-mode checklist analysis.
• Ship the specfact/clean-code-principles policy-pack payload and refresh skills/specfact-code-review/SKILL.md with the compact charter.
• Bump specfact-code-review from 0.44.0 to 0.45.0 for the additive schema/category expansion.
