env/plugin based split across packages. i.e. the typescript rules should have a separate imports.js configuration based on the imports plugin etc.

Add part of this I think we should go ahead and inline config from recommended rules into their own files, even from angular, etc, that way you don't need to jump between repos to understand config and overrides and changes during upgrade are still localized
