Implement border-radius according to the css specification

#4 Addresses renaming corner-radius to border-radius, however, the original implementation of corner-radius does not follow the css specification. Specifically:

1. Overlapping border-radii
2. Percentage values for border-radii
3. Eliptical border-radii
