I think your change is straightforward enough that you could honestly just go ahead and work on opening a PR against the spec. Read all the README's, optimize for backwards compatibility & minimal changes, and that should get you in the queue to get reviewed by core (they've got a lot flying around so may take some time, but teeing up a fully baked spec PR will minimize the amount of effort they need to put in to review so should minimize your timeline to merge).
